Felicia Bell, Business Diversity Manager. With over 20 years of experience in supplier diversity management, Felicia Bell is Bechtel’s liaison to small, local and diverse businesses. Mrs. Bell is based in Bechtel’s Los Angeles regional office, she leads the efforts to create an environment that is receptive to challenging ideas, responsive to diverse voices, and responsible to the company, community, and small businesses throughout California.
Ronald J. Pezik, PE, Assoc DBIA, Project Commerical Manager
Mr. Pezik is an executive and professional engineer with progressively responsible leadership and technical experience in the development, execution and management of organizations/projects. He has formerly held leadership positions with the Metropolitan Transportation Authority in NY and was responsible for delivering over $2 Billion in major capital rail expansion projects and has worked with multidisciplinary engineering, construction, legal, procurement and security stakeholders along with the FTA and NYS/NYC funding partners to deliver these projects. Ron is currently the Project Commercial Manager in Bechtel’s NYC Office and is working to establish a portfolio of firms interested in working with Bechtel who can help us establish an environment to promote small, minority, disadvantaged, veteran-owned, historically underrepresented, and women’s business enterprises as we pursue rail market opportunities in the Northeast Corridor.
Willie Franklin, Corporate Manager of Supply Chain Diversity
Willie Franklin is the Corporate Manager of Supply Chain Diversity for Bechtel Corporation, headquartered in Reston, VA. He provides the leadership, management, and oversight of the firm’s socio-economic program. Willie’s responsibilities include the promotion and implementation of Bechtel’s utilization of small, diverse, underrepresented and disempowered companies across the globe. Willie coordinates with Bechtel’s offices worldwide to ensure clients’ and Bechtel’s diverse spend initiatives and objectives are exceeded.
Willie began his contracting career in 1981 in the U.S. Air Force as a purchasing agent. After eight years of military service, he continued polishing his contracting skills and became a civil servant with the U.S. Coast Guard. Willie was appointed as a Contracting Officer and was responsible for administering vessel repair & maintenance contracts.
John Engstrom, Operations and Business Development Manager
John Engstrom is Bechtel Infrastructure’s operations and business development manager for California based in the Los Angeles office. In this role he is responsible for the pursuit, development, and execution of new projects in our transportation and civil sectors.
Since joining Bechtel in 1995, John has worked on transformative mobility projects like the Boston Central Artery Tunnel, one of the largest and most complex projects in one of the oldest cities in the United States and the critical 250-mile motorway connecting Braşov and Borş in Romania. In California, he served as Program Manager for Santa Clara Valley Transit Authority’s 10-mile BART extension into San Jose. Opened in 2020, this critical project connected residents, workers, and visitors to the greater BART network and greater Bay Area. Most recently, he served as Program Director for the Riverside County Transportation Commission, assisting the client advance critical projects like the SR-60 widening and I-15 Express Lanes to address congestion and safety for the commuters in Riverside County.
