About Felicia Bell

With over 20 years of experience in supplier diversity management, Felicia Bell is Bechtel’s liaison to small, local and diverse businesses.

Based in Bechtel’s Los Angeles regional office, she leads the efforts to create an environment that is receptive to challenging ideas, responsive to diverse voices, and responsible to the company, community, and small businesses throughout California.

Under Felicia’s leadership, in 2024, Bechtel will be receiving the U.S. Small Business Administration Dwight D. Eisenhower Award of Excellence for Construction.

She has managed successful and award-winning small business programs throughout her career.  Through focused efforts, the Dulles Corridor Metrorail Project for the Metropolitan Washington Airports Authority, exceeded the Disadvantaged Business Enterprise (DBE) goal by almost 40%. The California Institute of Technology, Small Business Programs Office received the U.S. Small Business Administration Dwight D. Eisenhower Award of Excellence in 2018.  Currently, she serves as the DBE Liaison Manager for the Sepulveda Transit Corridor Partners, supporting the Sepulveda Transit Corridor Project for LA Metro.  The project is presently meeting or exceeding its DBE goals through Phase 3.

Felicia has earned a Bachelor’s Degree in finance from Howard University and a Master’s Degree in Industrial Engineering from Clemson University.
